DEMIEN FARRELL
CEO, CO-FOUNDER
With over 17 years of experience in real estate development and construction delivery, Demien currently serves as CEO of West Manufacturing, where he leads company strategy, operations, and execution across modular manufacturing, project delivery, and development partnerships.
In his role, Demien oversees entitlement strategy, permitting coordination, construction execution, and overall project performance — including schedule and budget management, capital planning, and lender and investor relations.
Previously, Demien served as Vice President of Development and Partner at Relevant Group for seven years, where he managed a development portfolio exceeding $1 billion in total project value, with more than $500 million in completed developments. His leadership included delivery of the following projects:

KEVIN WASHINGTON

Kevin is an entrepreneur with a proven ability to identify emerging economic opportunities and build businesses that address critical market needs. His work spans the data and energy sectors powering today’s AI revolution, as well as innovative housing solutions through WEST that address the nation’s housing shortage. Building on his family’s legacy, Kevin creates companies that not only meet current demand, but are designed to anticipate and shape the needs of tomorrow.
Kevin is a co-founder of WEST and the Founder and CEO of Atlas Power Group LLC and Millennium Power Inc., where he oversees strategic development and operations. He also serves on the Boards of Directors for The Washington Companies and The Dennis and Phyllis Washington Foundation, continuing a legacy of leadership and stewardship. Alongside his business ventures, Kevin founded the Annual Veterans Health Charity Golf Championship, underscoring his steadfast commitment to philanthropy and veteran-focused initiatives.
Justin Brechtel, AIA
VP, Architecture + Engineering
Justin Brechtel, AIA, is a licensed architect with over 22 years of experience working at the intersection of design, real estate development, and industrialized construction. As VP of Architecture and Engineering at West Manufacturing, he leads the integration of architectural design, engineering, modular systems, and off-site manufacturing to deliver scalable building solutions across housing, hospitality, and supportive housing projects.
Justin also serves as Principal of Justin Brechtel, Architect, APC. Before joining West, he was VP of Architecture for Relevant Group, where he oversaw large scale hospitality developments and helped launch RMOD, a modular platform focused on scalable affordable housing. His earlier experience includes design leadership roles at Perkins and Will, Belzberg Architects, and Steven Ehrlich Architects, where he contributed to award winning residential and mixed-use projects.
A dedicated educator, Justin spent a decade as adjunct faculty at the USC School of Architecture. He holds a Master of Architecture from Columbia University and a Bachelor of Architecture from the University of Arizona.
Simon Ha, AIA, Leed AP
Chief Housing Innovation Officer
Simon is an architect and housing advocate with over 25 years of experience delivering complex urban infill projects across multifamily, hospitality, and mixed-use sectors. As Chief Housing Innovation Officer at West Manufacturing, he works with developers, architects, public agencies, and community stakeholders to advance modular and off-site construction as a scalable housing solution.
Over his career, Simon has helped clients navigate complex approvals, entitlements, and construction challenges to successful completion. As both architect and trusted advisor, he has delivered 31 projects and led some of the most catalytic and challenging urban infill projects in California. Before joining West, Simon served as Managing Partner of two award winning international firms, TSK and Steinberg Hart.
Simon has collaborated with CEO Demien Farrell for more than a decade on projects ranging from the Thompson and Tommie Hotels to modular multifamily developments. He holds a Bachelor of Architecture from Woodbury University and a Master of Design Studies in Urbanization and Housing from Harvard Graduate School of Design.
Sergio Castro
VP, Program management + Factory Operations
Sergio Castro is Vice President of Program Management & Factory Operations at West Modular Manufacturing, with over 15 years of experience in industrial operations, engineering, and project execution. With an engineering background and an MBA, he specializes in building practical execution systems across manufacturing environments.
Within his role at West Manufacturing, Sergio leads cross-functional teams in Mexico and the U.S., aligning engineering, production, procurement, and quality to deliver projects within cost, schedule, and scope. His experience includes factory operations, ERP integration, cost optimization, and operational scaling in complex, cross-border organizations.
Jared Rothman
Chief of staff
Jared Rothman serves as Chief of Staff at West Manufacturing, bringing more than fifteen years of experience supporting ultra-high-net-worth families and complex, multi-entity organizations. In his role, he works closely with executive leadership to advance strategic initiatives, drive operational alignment, and support the company’s continued growth.
Additionally, Jared oversees managed assets across private equity, real estate, aviation, and venture capital holdings, and serves as Chief of Staff, Treasurer, and board member for multiple Kevin L. Washington Family Office entities, including Atlas Power Group LLC and West Manufacturing.
An honors graduate of Colgate University, Jared combines analytical rigor with trusted leadership and cross-sector operational expertise.
