DEMIEN FARRELL

CEO, CO-FOUNDER

With over 17 years of experience in real estate development and construction delivery, Demien currently serves as CEO of West Manufacturing, where he leads company strategy, operations, and execution across modular manufacturing, project delivery, and development partnerships.

In his role, Demien oversees entitlement strategy, permitting coordination, construction execution, and overall project performance — including schedule and budget management, capital planning, and lender and investor relations.

Previously, Demien served as Vice President of Development and Partner at Relevant Group for seven years, where he managed a development portfolio exceeding $1 billion in total project value, with more than $500 million in completed developments. His leadership included delivery of the following projects:

KEVIN WASHINGTON

co-Founder

Kevin is an entrepreneur with a proven ability to identify emerging economic opportunities and build businesses that address critical market needs. His work spans the data and energy sectors powering today’s AI revolution, as well as innovative housing solutions through WEST that address the nation’s housing shortage. Building on his family’s legacy, Kevin creates companies that not only meet current demand, but are designed to anticipate and shape the needs of tomorrow. 



Kevin is a co-founder of WEST and the Founder and CEO of Atlas Power Group LLC and Millennium Power Inc., where he oversees strategic development and operations. He also serves on the Boards of Directors for The Washington Companies and The Dennis and Phyllis Washington Foundation, continuing a legacy of leadership and stewardship. Alongside his business ventures, Kevin founded the Annual Veterans Health Charity Golf Championship, underscoring his steadfast commitment to philanthropy and veteran-focused initiatives.

Justin Brechtel, AIA

VP, Architecture + Engineering

Justin is a California-licensed architect with over 22 years of experience spanning high design, real estate development, and industrial manufacturing.

His work centers on alternative project delivery and the productization of architecture, with a longstanding focus on prefabrication and modular construction that began during his graduate studies at Columbia University. He currently serves as VP of Architecture and Engineering at West Manufacturing and as Principal of Justin Brechtel, Architect, APC, where he delivers complex projects using advanced off-site construction methods. His portfolio includes custom homes, multifamily housing, supportive housing, and hotels.

Justin has also held senior leadership roles at Relevant Group and Perkins&Will and taught for a decade at USC’s School of Architecture.

Sergio Castro

VP, Program management + Factory Operations

Sergio Castro is Vice President of Program Management & Factory Operations at West Modular Manufacturing, with over 15 years of experience in industrial operations, engineering, and project execution. With an engineering background and an MBA, he specializes in building practical execution systems across manufacturing environments. Sergio leads cross-functional teams in Mexico and the U.S., aligning engineering, production, procurement, and quality to deliver projects within cost, schedule, and scope. His experience includes factory operations, ERP integration, cost optimization, and operational scaling in complex, cross-border organizations.
